Trying to solve GCHQ's Puzzle Book II (The Cover)

After I got interested on CTF's last 2015, one thing I've been looking forward every year is GCHQ's yearly puzzles. After 2 years of waiting (there was no puzzle last year), it's finally out! Part II of GCHQ's puzzle book is finally out and just like the first book, a hidden puzzle is stored inside.

Since I still have no copy of the book, I will just try to solve the puzzle hidden on the Cover of the Book. (Poor People Problems) Although I've been thinking of buying it through my saved liquid Steem atm. :)

Anyway here goes, this one really is easy:

If you look closely at the cover you will notice the numbers above. Since this is GCHQ we are talking about, nothing is random, that number has to mean something. Whether or not this is the hidden puzzle inside the book remains to be verified by those who already have bought the book. But last year, the puzzle was at the center of the book so this is probably not it. XD

Well going back to the numbers above. Since it's all numbers, I've tried decoding it via the simple number-to-letter conversion first which was a successful lucky attempt because you will totally notice the word "ARE" already being formed.

After a little bit of trial and error:

WHAT ARE THE MISSING DIGITS GCHQ followed by what seems to be a copy(with some missing letters) of the first sentence: W H A T A R E T H E M I I N G D I G I.

Obviously the missing digits are 19(S) 19(S) 20(T) 19(S) 7(G) 3(C) 8(H) 17(Q) .

And once again, stuck on what to do next with those numbers above. XD

Interesting stuff. I note the UK's new cyber security initiative includes a massive drive to recruit young people into something they are calling the 'cyber cadet force.' So this puzzle book could help with that perhaps?

Thanks and yeah I think the puzzle book could help anyone who is interested in pursuing a career in cyber security especially the challenge. GCHQ also gives out some prizes or even hires the first one to have completed all challenges.
