Ruling parties do not deserve a manifesto. Only the opposition party is qualified to say: "If I win the election I will be..." (make promises). The ruling party is not qualified to say this because they have been in power for so many years. If they think that something should have been done, then they should have done it long ago. Why should they promise to do it only after winning the next general election? If you believe them, you are a fool, not them. So if you think that Malaysia is good now and you are very satisfied with everything, then you should vote for them. If you feel bad and you are not satisfied, then you change it. Therefore, assessing the opposition party depends on their campaign promises in their manifesto. To assess the ruling party, don’t look at their promises but see what they have done. Why would the ruling party need a manifesto? Their past performance is their manifesto. Judge them on what they've done, not what they promise to do.
