I think it's a case of there being a grudge between the two of them, especially if they worked together previously. The police officers on the scene, had already made the decision that they were going to kill him. There could be something deeper involved. Maybe he knew something....something to do with police corruption. They may also have been given direct orders from higher up the chain, if in fact he had damaging information.
