Global warming conspiracy theory

It is my belief that global warming is a natural phenomenon with humans having very little effect, like less than 1 % contribution.
But is it a problem being created by gvt around the world so they can create a public reaction and the offer their totalitarian solution.
The age old tool of people in power
Problem; they create a problem, war on terror, war on drugs etc
Reaction; give it heavy publicity in the totally controlled western mainstrem media
Solution; offer their solution that enriches and or empowers them and their crony friends.
