When one invests time, effort and major resources into creating a plan and building an infrastructure...this is a level of commitment that should be taken seriously. And such an effort on the part of nefarious individuals within the halls of government should be monitored closely, as such a "plan" could adversely affect each and every one of us in a VERY personal way.
As most of us know, it is NOT beyond those in the American government to attempt to devise plans and craft legislation that would harm Americans on American soil for political and economic gain. Look no further than Operation Northwoods for that (video coming soon dealing with this declassified document).
