Aristotle explains that just as there are virtuous governments, there are also corrupt governments. In the government of only one, there are two solutions, the monarch, that is to say, the government of the wise man who tends to beatitude; and on the other, the tyrant, the despot, who tends to accumulate money and wealth. The Bible contrasts these two forms of government:
"A wise ruler will educate his people, and his government will be orderly. All the officials and all the citizens will be like their ruler. An uneducated king will ruin his people, but a government will grow strong if its rulers are wise. The Lord sees to the government of the world and brings the right person to power at the right time. The success of that person is in the Lord's hands. The Lord is the source of the honor given to any official.", Sirach 10:1-5.

The monarch, the wise man, explains the bible to us, he is the man who loves the good, and when he governs, this man promotes the common good, education, and common meals, which the Greeks called banquets or agapes. The monarch, the man who governs by divine providence, economically enriches his people, and transmits his radiant happiness and mercy to the neediest, the orphans and widows. An example of this was the King Solomon: "Judah and Israel were numerous as the sand by the sea in multitude, eating and drinking and rejoicing.", 1 Kings 4:20.
The tyrant, on the other hand, by his way of proceeding, judges according to his own measure, and suspects at every step a betrayal from those around him. The tyrant promotes division, mistrust and lawsuits among his people, because he does not want anyone to become so strong as to become a threat to his power. The tyrant with his facade, hides his deep fear and his enormous greed. All the tyrant's subjects sooner or later all become miserable.
