The South African Government has been under some heavy scrutiny lately for all the wrong reasons and here are some more.The National Treasury acting chief of Procurement Willie Mathebula came up with some real interesting facts this week. The annual spend sits at around $70 billion and stated that 50% of that spend doesn't follow proper procedures. He reckons that at least $35 Billion is lost to corruption in the Government tender process every year.
If we put that into context roughly a third of all tax revenue earned over one financial year is being stolen. One would think knowing you are in charge of this that you would want to fix the issues at hand as your name is at the top. By not sugar coating this I have a feeling it's a little higher and it has been sugar coated already.If I knew I had let half the money disappear I would rather say a third as it doesn't sound that bad in a round about sort of way.
He went onto say that everyone is using the loop holes in the systems.Public Finances Management Act, Broad-Based Black Economic Act and the Municipal Finance Management Act were put in place to ensure fairness , competitiveness , best pricing and transformation in all bids. The problem lies in the closed bids that are not open to the public where abuse can happen and all rules are not followed and is open to all sorts of abuse.
Well certainly we can't argue with the transformation bit as anyone could be transformed overnight from hobo to billionaire it seems. The issues where this all stems from is I feel the incompetence of the criminal justice system, the prosecutors and the investigation teams. if there is no accountability then it is open sesame for plundering.
The only way to stop this is to have a law in place that it is not profitable anymore against the punishment. To weed everyone out and give prison sentences to all involved showing that the State can punish it's own. Confiscate all ill gotten rewards and set examples of the scum bags that have created this mess. I don't like politicians at the best of time but they need to step up now and rise above to show the people what is right and wrong.
With this sort of money how many farms could they have bought and I reckon a good 3000-3500 per year and there wouldn't be a mess right now. The root of the land grab issue is that there is no money to buy the farms so changing the constitution to steal some more is how it works.

Awful but not exactly shocking. This is why decentralization could bring about radical changes in the developing world. If everything centralized is particularly prone to corruption, then decentralization is needed to put a stop to it.
