What does a truly decentralized government look like?

Interesting idea with two potential cases:

  1. Criminal Justice: Everybody who wants another person to sit in jail needs to pay for the prison cost. Duration of imprisonment depends on the amount people have donated for imprisonment, with some legal restrictions, of course. Works because of increasing marginal costs of imprisonment.
  2. Public infrastructure: Everybody who wants a new road can make a contribution. The road will be built if the amount of contributions exceeds construction costs. However, an unconnected road makes no sense. If contributions are below expectations, the road must be narrower than expected.
These direct donations can be deduced from tax payments. However, there are some cases which are highly questionable:
  3. Should a medical treatment depend on crowd voting? Health insurance is an issue where decisons have impact on other people's life. Denying medical treatment will cause damage to another person.
