The reporter's faces are shown next to their name and "news" organization that they are affiliated with. The question the reporter will ask is also included in adjoining notes.
The photos are numbered so that he knows which ones to call on and in what order.
Biden then refers to his card with answers to reporters' questions that someone has already prepared for him.
At least he doesn't use a teleprompter!
