Who are the tyrants of Glacier National park?

DSC02897.JPGDuring a recent visit to glacier country in northern Montana I had a brief conversation with a fellow visitor. He told me how he was given a $130 ticket for being within 100 yards of a grizzly. I was astounded, I have been to glacier many times and never had I heard of a ticket like this. Sure In recent years there has been a crackdown on people leaving food and bear attractants out and unattended, but this is different. This guys was just standing on the road behind his bike taking pictures of a grizzly that just happened to be 50 feet(his words) away.

I'm all for educating visitors about bear safety and what to do in the event of an interaction. However this seems like a huge overreach and scare tactic. I won't get into the fact that I also believe it is laziness on the part of park rangers and law enforcement. Their job is to educate and enforce laws, not make up arbitrary regulations and issue fines.
