Eye of the Financial Storm, Fight Debt with Debt, Banks to the Rescue. With only a 36 day federal government shutdown, many U.S. federal employees found that they were not able to make their mortgage payments or even pay their mobile phone bills. Banks already had to waive late fees and had to make it easier for these debtors to take out cash-out refinance loans, in order to prevent them from going into default. If this happened after only a short period without pay, then what will happen when the next phase of this financial storm hits?
