Graphene technical documents translation plan

Dear community,
Graphene Blockchain Application Center(www.gbacenter.org) is organizing an activity to translate important documents from English into Chinese.

We will cover the following contents:

All BSIPs
Previous Committee Announcements
etc..

Currently, we have already recruited more than 20 volunteers, they will translate over 300k words.
