I just read an article on the GOP in Hawaii. As you may know, Hawaii is a deep blue state. As you may not know, Hawaii was once ruled by an oligarchy whose members were Republicans. The 1954 Bloodless Revolution had Democrats, the then "have-nots," decisively sweeping the Republican oligarchy, the "haves," out of office. Hawaii has been Democratic ever since.
The article (link provided here http://www.civilbeat.org/2018/01/denby-fawcett-can-anyone-resuscitate-the-hawaii-gop/) talks about whether the GOP can be brought back.
My guess would be no. The main problem is that people remember how badly treated they were under the Republican oligarchy. While not quite the same, asking local folk to support Republicans would be sorta, kinda, like asking Jews to vote for the Nazi Party. Even local Democrats who support President Trump would not necessarily support Republican candidates in Hawaii, although they might be happy for a Republican majority in congress to support him.
