I think "bureaucracy" has become a means of discouraging people from pursuing the services they're entitled to.

Insurance claims for example. The worst is medical care. Of course I remember when a doctors appointment could be made within a day or two. I also remember the first time I really needed good medical care. By that time the big HMOs were in control and I was misdiagnosed because of "protocol" for the type of cancer I had. I didn't show the typical symptoms and almost died.

But I learned that if you are in need of medical care you had better educate yourself about your symptoms and be as belligerent and relentless as necessary to obtain care. Unless you're rich with a private physician, you're a number in a system. And even then it becomes easier to just procrastinate unless you're literally dying.

Especially with pain. When older you would think that the system would give you enough credit to decide if an opiate could improve the quality of your life. But they claim to be worried that you might get hooked. Thanks Sessions and thank you Trump for appointing that tired old creep.
