I read/saw that of those 19, a lot are owned by the Steemit devs. That doesn't seem fair. Let's say I want a piece of the action, how would I "promote" myself to get votes as a witness? What makes a good witness?

Downvoting a post can decrease pending rewards and make it less visible. Common reasons:
