Unable to upload my profile picture

Good evening dear friends, please i need solution to the above title. I will click on my profile, it will take me to setting and the only thing that shows up is: Preference , then Not safe for work, etc. The public preference or profile does not come. This is making me not to get involved ever since I registered.
