Just this morning, the House of Representatives in Kansas recently voted to approve of House Bill 2182, which seeks to endorse and legalization industrial hemp cultivation.
The final vote for the legislation was 103 in favor and 18 against. The bill was introduced by the Committee on Commerce, Labor and Economic Development. And the intent of the bill is to spur further growth of Kansas agribusiness. Some of the lawmakers there are ready to embrace an industrial hemp industry and give the people living in that state the freedom to grow this crop without fear of punishment for doing so.
Critics Of The Move...
Not everyone is in favor of seeing the bill passed. It's alleged that the Kansas Bureau of Investigation, along with other law enforcement groups, are against the bill. It's also claimed that that Kansas Department of Agriculture isn't in favor of embracing any industrial hemp market either, but it's suggested that they are interested in research on the crop. However, officially the Department Of Agriculture was listed as neutral on the matter.
After passing the House, the bill has now been received and introduced into the Senate.
If the new bill is fully realized, then it would introduce the chance for individuals to obtain a license that would allow them to grow industrial hemp. They would also be able to obtain a license to become a distributor of the crop as well.
Under the new changes, industrial hemp wouldn't be considered a controlled substance any longer. Therefore, if farmers accidentally grew hemp that contained more than .3 THC (oh no...), then they would be protected from prosecution.
As for cannabis, it's still prohibited in the state. Though there is support there and a growing movement to have CBD oil and cannabis embraced, along with industrial hemp. And that isn't the situation just in Kansas, there are a number of other states which are also moving forward to try and make changes surrounding these markets as well.

To me it seems like a no brainer to legalize industrial hemp even in conservative states where they don't want to legalize recreational cannabis. I guess that makes me a dirty hippie. At least the tides seems to be turning slowly but surely.
