Comments don't earn money unless someone up votes them, most my comments probably don't make money, I rarely look to see, once in a blue moon I get curious and look, more don't then do. I think the author rewards are going down to a fifty fifty split with those who upvote the post which is where I'd speculate most my rewards come from, it's definitely not on post or comments. I heard something about a possible ten percent additional removal on author rewards for some crap, funding a downvote pool or something, don't quote me, but last I heard, which was three, four weeks ago it was only going to come out of high stake earner rewards.
