Something similar happened to the city of Berlin, which was under special circumstances and was administratively divided between the four powers, despite that it was within East Germany. In 1961, Berlin began to build a wall separating the two parts of the city to prevent migration from the eastern section of its capital to the western section of the United States, the United Kingdom and France, which was part of de facto West Germany.

The border between the two countries was an example of a vast cultural and political gap between the United States and its allies on the one hand and the Soviet Union, especially in the cold war that cast a shadow over the political climate in the two countries.

On 12 June 1987, the X President Ronald Reagan visited West Berlin, delivered a historic speech against the principles of freedom and democracy, and immediately invited the Soviet Union to open the border between East and West Germany and to demolish the wall separating the city.
