You are way off in that assessment. They didn't withhold the articles so they could watch Trump explode on twitter. They withhold the articles as a back door attempt to get the grand jury testimony released, a deposition by McGahn and possibly Trumps tax records by arguing these items are urgently needed for the senate trial. That is why they did not vote to authorize the full judicial impeachment process, instead they voted an inquiry to see if impeachment should take place. Voting only to authorize articles of impeachment the house never gained judicial enforcement authority bypassing the judicial processes. This lets them rush to the courts in a short manner attempt to get their hands on what would have taken months through the normal processes of the judicial system. This was their plan all along, impeachment as a means to an end to gain that which they otherwise would have no legit legal reason to obtain as their cases/charges/accusations was and always has been weak. That's exactly what they did, they rushed into court and filed for this information arguing it was urgently needed for the trial. Arguments are to be heard this week. Let's just hope the courts see it for what it really was, a sham impeachment to get that which would have taken months (which they don't have if they, and we knew they do, want to use the concealed information against Trump in the upcoming election as the stuff contained in the Mueller investigation is loaded full of counter intelligence information on the Trump family and business) through normal judicial appeals processes, and more likely in the end, in particular with the grand jury stuff, would have been denied.
