This thought experiment in general is great. If you change the course of the train to kill fewer people you are killing people but if you do nothing you haven't killed people but more people will die. So hard to know what to do or not do in the situation.

As for witnesses, most will pick a chain they most believe in I suppose. Or support both and double the cost
