if proxy_percentage > 90%,proxy_multiplier = 0.22.
if 90% > proxy_percentage > 70%,proxy_multiplier = 0.5.
if 70% > proxy_percentage > 50%,proxy_multiplier = 0.9.
if proxy_percentage <= 50%,proxy_multiplier = 1.

Rate is base on Total mined blocks today ,Witness Votes Calculated value
