110 participants participated in the mentoring activity to accelerate the implementation of the Regional Public Service Agency (BLUD) at the Puskesmas held by the Health Office, Bireuen Regency which took place on Thursday (1/8/2024) morning at the Oproom Setdakab.
This activity presented speakers from the Directorate General of Public Health team of the Ministry of Health of the Republic of Indonesia (Kemenkes RI), namely Dr. Ivonne Kusumaningtias, MKM, Head of the Aceh Provincial Health Office, Dr. Munawar, SpOg (K), also present H M Abdullah, SKM MQH Head of Health Services for West Lombok Regency, Aceh Health Office team Eni Novita, SE.
The chairman of the organizing committee, Dr. Safrizal Jufri, MKM, in his report explained that in accordance with the mandate of the Regulation of the Minister of Home Affairs (Permendagri) Number: 79 of 2018 concerning BLUD, it is necessary to carry out mentoring activities to accelerate the implementation of BLUD Puskesmas.
The purpose of this activity is for Puskesmas to be able to implement BLUD so that Puskesmas are able to increase the efficiency and effectiveness of managing health resources, empowered to manage the budget flexibly, explained Dr. Safrizal Jufri, also as Secretary of the Bireuen Health Office.
Participants 110 people consisting of 4 heads of divisions at the Health Office, 1 Head of Personnel Sub-Division, 1 Head of Finance Sub-Division, 10 BLUD acceleration team, 20 Heads of Puskesmas, 80 BLUD Puskesmas teams in Bireuen Regency, he explained.
Acting Regent of Bireuen, Aulia Sofyan, PhD represented by Assistant I of the District Secretariat, Mulyadi, SH MM in his speech said that the implementation of BLUD in Community Health Centers can be a solution to accelerate the fulfillment of facilities, infrastructure, medical devices and resources in order to improve health services for the community.
"We hope that this activity will not only stop at the ceremonial stage, but will produce output in the form of a feasibility study on which Community Health Centers are most suitable to immediately implement BLUD," he hoped, delivering the speech of Acting Regent of Bireuen, Aulia Sofyan.
Furthermore, it was conveyed, in the meeting to accelerate the implementation of BLUD in Community Health Centers, as an institution that has a strategic role in providing health services to the community, BLUD Community Health Centers hold a great responsibility in ensuring that every citizen gets access to and adequate quality of health services.
As we all know, the implementation of the BLUD system in Community Health Centers is an important step in increasing the efficiency and effectiveness of health resource management. With the BLUD system, Community Health Centers are empowered to manage budgets and operations more flexibly, so that they can respond to community needs more quickly and precisely.
"Through BLUD, our Health Centers now have the flexibility to organize and manage health services. This has a positive impact in the form of improving the quality of services, adjusting facilities according to needs, and improving the administration system," he explained.
BLUD also allows Health Centers to innovate in services, such as developing health programs that are more specific and in accordance with local conditions. However, we also realize that the challenges will never stop.
Therefore, there needs to be a joint commitment to continue to evaluate and improve, ensuring that every program and policy implemented truly provides maximum benefits for the community.
