The program was originally implemented from August 2015 to February 2016 through a request letter from the jail warden requesting assistance from the College of Teacher Education in assisting its inmates in terms of literacy in English and Mathematics. They also suggested that the program be continued because, according to Jail Officer 1 Eileen Bonavente, the Coordinator for Inmate Welfare, most volunteers from various NGOs were not consistently attending their program due to their fear of teaching the inmates, and there were inmates who passed the Alternative Learning System (ALS) under the instructions of ALS.
