The superior administrator speaking to his agent:

"This will not be tolerated. Please inform the sub-administrator that his behavior is inappropriate. His responsibility is to see that those under his charge are serving nicely according to their capacities and to protect them. That they have what they need to be comfortable in the discharge of their duties. Report back to me his response."

Later:

"Have you informed the sub-administrator?"

"Yes sir."

"And what was his response?"

"He fully agreed with you and denies any wrong doing. He claims there is a plot against him by a few of his dependents. He is seeing to correcting this situation."

"Very good. We will keep a close watch on his jurisdiction."

Sometime later...

A young woman approaches the superior administrator. Her complaint:

"The sub-administrator has been harassing me for sex. He has denied my payment unless I cooperate and threatens to discharge me from service completely. In other words lose my job. But if I cooperate and give him sense pleasure he will reward me with a promotion, higher pay and a very easy job. He is planning a boating excursion on his yacht and he wants me to come with him. I have no interest in accommodating him. I am engaged to be married and we are planning a life together. He refuses to leave me alone. And the situation is becoming impossible."

It is just as the superior administrator had suspected. The sub administrator is not qualified for his post and must be removed. He was warned and did not care to heed the warning.

The superior administrator consulted a spiritual advisor considering this situation and sought advice what and how to do it. His spiritual advisor was actually a very powerful yogi. He already understood everything even before being informed. His advice was like this:

I will give you a mantra. By chanting this in full concentration you can relieve this demon from his bodily form. He will not be able to harass anyone in this way again but since he has the desire to disturb others he will be able to still cause a disturbance. With this mantra he will become a fog. He will be free to come and go when certain conditions are present, such as just before dawn and sometimes at dusk after a rain. He will be able to cloud the vision of others for a short time and in this way try to enjoy some power and control over them. He will take pleasure in causing accidents and allowing criminals to escape capture

And so it was done. He is here as fog.
