Yes, in the first tier it needs [50 rep+150 SP+Achievement Task-4]. So if you fulfill all three, you can participate.

            Will somebody ever explain what "Achievement task" means? And Pls explain to me how someone just joining Steemit today can scale all the hoops to participate.
