This is the first time I've seen Bell Labs mentioned recently. Seems like they've really fallen off the radar... Last I knew, they were part of Lucent, but I see now that they're part of Nokia.
We need computer and regulatory oversight and controls to ensure the risks to humans are reduced before full-scale experiments can be undertaken.
I honestly don't know how that's practical. There's too much at stake, and if some countries delay, others will leapfrog ahead. Once a country is playing "catch-up" at this game, they're at a huge disadvantage.

Bell Labs has alot of history. I worked for nuclear contracts with alot of contractors coming from Bell and Westinghouse.
AI and quantum computing are emerging technologies and issues we need to address with technology and regulatory controls. Quantum computing has been around since the 1980s and it's more mature now than ever. IBM is the best provider on the market currently.
