This flower is called Nerium oleander and despite its beautiful appearance, they are actually poisonous. They have some toxic compounds, and it is ingested in good amounts, they can cause nausea or vomiting. read more about it in Wikipedia
It has very bright colored flowers, while there are white type or pink, but the one that was planted in my workplace is red type. Too bad they are toxic, if not it would have been a very nice ornamental flowering tree.
