We all have different perspectives on who a citizen his...
In my own understanding, a citizen is a one who, either by birth, nationality of one or both parents, or naturalization is being granted/ given full rights and responsibilities as a member of either a nation or political community and also, as a person who legally belongs to a country and has both the rights and protection of that country.
Therefore, once you become a citizen of that country, you have the legal rights to participate and involve in all the activities of that country.

The one that is being obtained by my country constitution, a person can become a citizen of a country by either birth, registration or naturalization.
A person can also become a citizen by marriage.

Here citizen by birth is automatic.
A person becomes the citizen of a country automatically when he/she is born in that country. Furthermore, one can also become a citizen by birth if the parent are living in that particular country and happens to give birth to you in that country.

Payment of tax

Here citizen have to pay tax honestly and on time to either federal government, state or local authorities.
This are duties and responsibilities of a citizen for a perfect and smooth governance.

Abide by laws,

Here a citizen needs to know his/her right and also respecting the right of others by abiding by the rules norms and obligations governing that particular country.

Here in my country, a certain age is permitted which is from 18th years up, before you are being given the right to perform this duty.
Bring a citizen of particular country, you have the legal rights to perform this duties by voting for the candidate of your choice without being compromised.

At first, what make one a citizen of a Steemit. You have to own an account. This is done by registration.
After that, you have to abide by the rules and regulations governing any community you participate. for instance, No use of plagiarism i.e AI.
Also, one becoming a citizen of Steemit, you have the right to make post, interact with other users and also vote and be voted for.
