Jimmy Lai, the outspoken publisher of Hong Kong's widely read pro-democracy newspaper Apple Daily, was arrested Monday on suspicion of foreign collusion under a new national security law Beijing has imposed on the city in response to a year of pro-democracy unrest, according to a senior executive at Mr. Lai's publishing company.
