There is little doubt that the motivational force behind these policing actions is to artificially increase the crime data to justify additional policing strength and overtime. Members of fire departments were some time ago convited for taking actions to increase force strength by acts of arson. These activities are in the vein of similar motivation. Since its widespread and is carefully targetted at the least 'influential' sector of the community and similarly avoid the targeting of the more influential sectors.
