So what if "cases are up"? The purpose of the closings was never supposed to be about eliminating "cases". The closings were sold to the public as needed to stop the hospitals being overwhelmed. Well, mission accomplished. The hospitals are very much underwhelmed. So it's long past time to open the country up again and get on with life.
