Ha! I am not a fan to tell the truth, definitely. Lets say in brief: it is considered that he modernized in a great way the outdated tzar Russia into a more powerful european-level monarchy, and entitled himself the Emperor title. BUT... the history is not that easy thing as it used to look.
As some wise man even say: "If you completely erase, remove from history all the lies that were stuffed there, perhaps you will have nothing left on your hands at all, zero!" Got an idea?.. it is possible that all this fanfare and praise is not a competent critical analysis, but simply a political history written by his heirs... not very honest, imaginary. Perhaps the truth is that Peter 1 redrawn the country in a bad way, revolutionary and not evolutionary, forever tore the top (political elites) from the bottom (ordinary people, basis), as a result of which the country "overstrained" for many years to come and lost strength for a normal development.
I hope I was able to explain clearly. In any case, this is a great figure on a large historical scale, who has done a lot for this country. There are very few other such active reforming emperors in world history.
