A citizen is someone who is legally allowed to be in a country. They have the right to vote and live there without being deported. If someone is a citizen, they can get help from the government if they are in some trouble and the government themselves tries to make things possible for them.

A foreigner is someone who is not a citizen of the country they are in. They might be visiting for a short period of time or they might have been living there for a while but they are not legal citizens. A foreigner might have to go through a lot of extra steps to get basic services like healthcare and education. They are also usually subject to a lot more discrimination than a citizen is .
