Micah got himself arrested while he and Lenny were running errands. Arthur has to go to Strawberry to break him out of jail.
This normally causes Blackwater to go on lockdown, it was locked down before I even did the mission. This causes you to have 300 dollar bounty in Strawberry which can be difficult to pay out since its so early in the game
