There are already several banknote denominations that represent less value than the cost of paper, ink, security features, and the labor of printing them.

The same "500" is only worth u$s 0.10 if you talk about silver coins! The US constitution gives congress the power to "coin money" but they made enough laws and temporary orders that became laws - now we have paper to carry around with us. Of course, you know that I carry a silver dollar around with me. One silver dollar = $35 paper ones = 4,830 paper pesos.
