Looks like you only claimed one Account Ticket, so it all worked as expected. I guess you can already claim a few more. You can always see how many Resource Credits you have left here:

No, it says 0 left but the account is made.

Yes, you paid to create the account with the Account Ticket that you claimed before. So, you can click the "Claim Account" button to claim more Account Tickets that you can then use at any time to create accounts from them. As soon as you actually create an account, the number of your available (earlier claimed) Tickets will be reduced by 1, of course.
I myself claim the Tickets regularly for quite some time already (even if I don't create many accounts with it currently), so I have now:
