What is the needed action to resuscitate it to its former state of activity??

@whyaskwhy,

If the members of communities are only interested in the earning without more this is what will happen. Most community members in Steem are selfish. It is not just this community which is dead. Many more are dead too on Steem.

They expect the founders to keep upvoting them without contributing their share by powering up their earnings and upvoting others with their increasing SP.

What is the use of a community if the community members are selfish?

It is surprising and naive of you to ask such a question where the answer is obvious to anyone who is a keen observer.

It is not too late. Just change your mindset and from now on power-up all your earnings , invite others to do so, and build-up any community you are fond of.

Simply start posting everyday and copy (cc) your friends with a note on your intentions as a footnote.

The strength of any community depends on the strength of its members and not the founder(s).

Imagine the potential of a community where the members keep accumulating their earnings by powering-up all or most of their earnings and keep upvoting other like-minded members.

I remember another thriving community, "Best of India" which became defunct the moment the founder started powering down his SP. It has 3550 members and 1 active poster the last I checked. Why? Simply because of the 3550 selfish members. Such a large number yet they couldn't get the community going with the community members supporting each other!

It is just incredible how selfish people are yet they point their fingers elsewhere.

As cogent as most of your submissions , some are not as submitted .

Every member of a family in steemit have different reasons why they joined .
While most desires upvotes , many may not be too keen on it .

If the admin is not interested in upvoting , other members would gladly upvote as necessary, though , not a necesity .

Thus , it may not be too appropriate to tag every one as " Selfish " . This is a language too extreme.
