If people do not farm, they are worried that there will be flooding, then the rice fields will be overgrown with bushes, and there is definitely no hope of producing a harvest. By farming, there is hope of getting results, hopefully there will be no flooding, but flooding occurs due to overflowing rivers, the only solution is to build embankments and clean rivers and reduce illegal logging in the mountains.
