Refuse comes in various forms and shapes. Some are biogradable and can decay easily while majority are non-biogradable and hardly decay if it does. They are generated mostly from honest human endeavors like farming, industrial, commercial, educational etc. This wastes are not actually not important again as the recycling process have aid to turned most of them into yet another useful things.
