the most important thing for me is to understand if the Steemit team approves the policy of the zero-tolerance to the case mentioned by me, and if they have bots or larger curator accounts that don't accept publication in the way I described, and therefore I would start receiving downvotes on my posts as soon as I start posting them in that way.

There were a few users that received downvotes from someone in the past, and I brought that to the steemit team attention, and they told me;
steem blockchain is based on proof of stake...
you may ask steemit team if they will want to support your kind of publication.
They usually will not downvote users' posts, only not supporting them if they do not agree with the post.
If there's serious plagiarism and farming with strong evidence, their downvote is expected.
