Thank you for submitting your achievement task. Several parts of your task are copied from another publication, which is very bad practice. Achievement publication should be original and according to your understanding.

Outgoing delegation is that which you give to other members or communities. To be able to delegate SP, you go to the dashboard. Click on delegate SP then you scroll to left where you see delegate, click on it then put in the amount of SP u want to delegate, then the account(person or community) you want to delegate the steem power to and you click on okay.
