In Unity, you get a lot of built-in objects that you can use just by dragging and dropping and defining their movement and working; you don't even need to create all these things from scratch. Yes, if you want to make a complex type of game, it may require a lot of customization, and in such a case, you should have good skills in programming languages like C# and C++.

You can make a complex game but an average and small game like a car racing game. You don't need much programming knowledge to make such a game, and after a little practice, you will be able to make a car racing game or its relevant mini game within a few hours, but before developing, you need to have good practice with Unity. Unity is totally free for toolup if you want to use it for self-learning and entertainment, but it also provides a paid version for advanced levels.
