I do, but I live at the very edge of it. Being a student, renting an apartment, I had to make some compromises. I lived in the center, but I had to live in this old building that had a cockroach problem and had public heating which is very unreliable in some areas. Yes public heating is a problem in the capital of Romania, it baffles me all the time. Now I live at the edge of the city but I'm in a new apartment complex build in 2017. It doesn't have cockroaches and is nice, plus the neighborhood is much nicer than where I lived before. I also have my own heating thing, don't know what's called, but it provides heat and hot water.
In my opinion it's a great tradeoff.

At least you can wash your dishes just after you eat, I had to was them both before and after. And the worst part is that I called the disinsection like 4-5 times and the roaches just kept coming back. It was a problem with the whole building, but I couldn't persuade my neighbours to do a general pest removal operation.
