Yes... Defence was fully upgraded but 3-4 troops need to upgrade.

I am soon going to upgrade to th10 and I also have a few still to upgrade. they really need to get a better unit upgrade style as the buildings go fast but the troops do not. When you finally get to a strong air and land army you need to upgrade to the next th.

It took me 3 months but I was gone for a whole month. If you have 5 builders it will only take 2 months but your troops will not be done

At beginning I waste almost 200 gems. Now I am collecting gems for 5th builder.

I did the same. You should be able to get there nearing the end of all your th9 upgrades. This is if you do not spend money in game.
