Mezopotamya'da hukuk ve kanun yazma geleneği Sümerler ile başlamıştır. Bu gelenek ve kanun yazma tekniği zamanla Mezopotamya'da yaşamış olan tüm toplumları etkilemiştir. Urukagina Kanunları, bilinen ilk Sümerce hukuk metnidir.
