Ok, but the nominations are expressed by the Communities or Country Rep accounts, not by the single users...so if the Italy account (for example) wants to nominate its Country Rep or perhaps one of its new users, in my opinion it is a fair thing. Everyone has to do it conscientiously, that's clear, but in this case I don't think it's a problem...
