President of the European Commission Ursula von der Leyen, who was dressed in the blue and yellow of Ukraine, claimed Ukrainians were "ready to die" for the "European ideal" in her speech.
She went on to say that Ukraine had the right to decide its own destiny.
The EU's 27 member states must provide their approval for Ukraine to be granted candidate status, with leaders expected to address it at their next meeting.
