Urban planners do not sleep at night they are still thinking about how to improve the appearance of the city where to get the funds for this and how to divide it correctly among themselves, how to hide what has already been paid for but not yet finished.
But suddenly completely unexpectedly winter comes and makes its own completely free adjustments that hide both the unscheduled paving stones on the sidewalks and other unfinished work.
Now inspectors will have to wait until spring, when it will be possible to see everything without cuts and where the money was stolen and where someone walked the dog.
