I don' think so. I suppose these are powdered pigments which in combination with binders can be used to create a variety of paints. Maybe sombody knows more.

In India, yes:-). My friend just told me that they are also used for a technique called Rangoli, the painting of patterns on the floor, and during festivals such as Holi.
